Since the introduction of the European Safety Assessment of Foreign Aircraft (SAFA) in 1996, this ramp inspection program has become an important tool for authorities in assessing non-national aircraft compliance with ICAO standards (Annexes 1, 6 and 8) and regional procedures (ICAO Doc 7030/4).

With the SAFA Directive and associated regulations providing the legal basis for banning aircraft or operators from European airspace, operators need a thorough understanding of the SAFA program, its implications on operations, and how to prepare in order to avoid unnecessary delays.

The SAFA Awareness program includes

  • Legal aspects, rules and responsibilities;
  • Training and document tracking procedures;
  • A detailed checklist of items to be checked, with legal references to the required ICAO standards (SAFA Self-Assessment Tool);
  • Guidance on the operator’s dialogue with SAFA inspectors and inspecting CAAs following Category II or III findings;
  • Understanding of the working arrangements between EASA and CAAs, and of the SAFA database.
